"That of" is unnecessary. The sentence gets absolute when we apply "greater than". So, answer should be surely D.

If the sentence will be:.

"The Tokyo is greater than any other town in the world".

Then there would be no use of that of.

But here population of Tokyo is mentioned that means that of is must be used here now.

If greater than is used it may represent anything like weather, price, etc. So we use 'that' to represent populatin.
