"That of" is unnecessary. The sentence gets absolute when we apply "greater than". So, answer should be surely D.

This answer sounds ambiguous. I guess greater than any other town would in the world complete the sentence.

Superlative adjective (greatest) is used to compare more than two objectives. So I think A is answer.

There is comparision of one with many so those is used for comparision more than one person.

The given answer and option D both are correct, but preference goes to given answer.

"that of" in the sentence has no significance as such so the and should be D.

It must be (d) since we don't use than any other in comparative form.
