Option 'A' CANNOT be the correct answer. Because, the sentence starts with "Anyone" (a single person). So "he or she" should be used for further specification.

If the sentence starts with "Somebody" instead of "Anyone", then we say use option A as the correct answer.

Here any one represents a singular which always carries a singular verb so definitely the answer is.

Because here we are not talking about any specific person. Anyone could be anyone.

Option D implies only one person having the access. It does not generalize with the statement.

I am quite sure about this being A. As explanations before. They cannot be ruled out. For they can be used sometimes as singular to like:

"The patient should be told at the outset how much they will be required to pay" (source of wikipedia).
