This is present perfect tense and IN is a preposition that is showing a relation with recovering (gerund has used an object of verb succeed).

It should be cleared that the word 'police' always takes plural form of helping verb. Thus, how can the sentence be correct?

I think the correct answer should be - The police has so far succeed in recovering only a part of the stolen property.

Usually the verb 'succeed ' is followed by the preposition in + ing, so may be E Is the correct option.

Its a past continues, because searching operation is still going on. So no correction required.

There's a lot of property to be recovered and the process continues. Thats why +ing form here.

This is idioms and uses. We don't use to infinitive after succeed but use ing form instead.

preposition +ing form is Grant, thats why with "in" recovering is used.
