It should be cleared that the word 'police' always takes plural form of helping verb. Thus, how can the sentence be correct?

Usually the verb 'succeed ' is followed by the preposition in + ing, so may be E Is the correct option.

Succeeded is correct, but in the sentence 'has' used so it meant future tense?
