I am with you.......
Very careful observation of question.....
Had the question been like "Why should the candidates be afraid of English Language?" its meaning would have changed and so the answer.

Here "afraid" is a verb and "be" should come b4 a verb (afraid here) alwys. Dats why A is d right answer. If we use "do the candidate be" will fully change d meaning of the given sentence.

Option A is Correct because When you change direct into indirect in interrogate (WH) after 'Wh' question subject +verb (Shall changes into should) and therefore Option A is correct.

@All.
Here he is not asking the question to anyone. He says this to himself so it should not be an interrogative sentence. That is why "should" did not come after "why"here.

You are correct.
Since there is no '?' mark at the end of the statement, it is a statement form and the explanation given by you is absolutely correct.

Fine, I go with the answer given (option A). But what voice is that, active or passive? I would like to both the forms of the question. Help me out please.

As the sentence is followed by a full stop it cannot be a question. Only option a fits as a sentence whereas all the other options make it a question.

In interrogative sentence the verb comes first followed by subject and object so correct answer is should the candidates be afraid of.

Its a statement as full-stop is given at the end of the sentence. It is not asked but told by someone why the candidates should.

"Should the candidates be.." is a question form but it is a statement.
So the candidates should be is the correct answer.
So the candidates should be is the correct answer.
