Usage of "too" should always be followed by a "to" for completing a sentence. Otherwise it is a wrong sentence.

The sentence is present indefinite so we can't use tolerating rather only use 'to tolerate'

Here tolerate is gerund because it is verb and also modifying pronoun so to tolerate should be used.

We generally use too .... to together in a given sentence but without following "ing".

It was a "too-to" statement.
Whenever we use "too" then we must use the word "to".

The sentence is in simple present tense. So we shouldn't use ing forms.
