Whenever we use "too" then we must use the word "to".

The answer can be picked out easily if we go through elimination process. If we observe the sentence it is not having any sub-ordinate or co-ordinate conjunctions. So it is a simple sentence. You can also see too in the sentence so it should be followed by to. And we can't express in continuous form because it is a declarative sentence which comes under simple present tense. So, to tolerate will be the right choice.

And after a preposition to if any verb presents we do not use ing form of the verb so the right answer is to tolerate.
