Usage of "too" should always be followed by a "to" for completing a sentence. Otherwise it is a wrong sentence.

Whatever d verb/adj/. Is followed by "too" then "to " will also follow d same type (v/adj).

Here tolerate is gerund because it is verb and also modifying pronoun so to tolerate should be used.
