I think option A is right. "They" is a plural form.

Here "they did" says that the crowd had agreed with him. I think its option A. Please check the answer once again.

Nope. The options are not given in a right manner.
I am giving you an example.
You told that 'you' did this.
You told that 'I' did this.
Both of these are correct whether someone use 'you' or 'I'.
Similarly.
And the crowd shouted 'that they did'.
And the crowd shouted 'that he did'.
Both are correct.

The question is asked to the crowd, "if 'they' thought he was right". Here 'They' is plural, so the answer will be replied in the plural form, means by the crowd "that they did" means they (crowd) thought that he is right. Hope now you understand.

This is really a nice question. Here we can have two answers at a time. They are:
1)They can tell whether they thought about the matter
OR,
2)They can tell their answer whether he is correct or not.
If we see the options, the second answer is present in option A and C. But we don't choose them as they are grammatically incorrect.
First answer can be matched with option B and E. Option B is not correct as question is in simple past so the answer can't be in past perfect. And we are left with the only option i.e E. So, E is the correct one.
Hope i am able to communicate it nicely.

@Priya I think the way you took in answering the above sentence in that sense "C" should be correct.

Option E is absolutely right. They did means they believe that he is right.
