This sentence completely means that device means to come up with so you cannot device a method which exclude all possibility of errors - avoid and ignore can't be the option because there is still some error in your method .

Devise means to plan or invent, a complete procedure, system or mechanism by careful thought.

So the answer would be excluded because the method should be error free. Ignore and avoid telling that method contains error.

Why it isn't ignore? We often ignore errors!!! So, it might be "ignore" rather than "exclude".

I won't agree with excludes. It should be includes because our final aim is to become the method error free.
