Devise means come up with, so sentence becomes you can not come up with a method which excludes all possibility of errors.

Why it isn't ignore? We often ignore errors!!! So, it might be "ignore" rather than "exclude".

This sentence completely means that device means to come up with so you cannot device a method which exclude all possibility of errors - avoid and ignore can't be the option because there is still some error in your method .

What is the meaning of devise please tell me?

Devise means some new invention.

Devise means to plan or invent, a complete procedure, system or mechanism by careful thought.

So the answer would be excluded because the method should be error free. Ignore and avoid telling that method contains error.

I agree with the given answer excludes.

I won't agree with excludes. It should be includes because our final aim is to become the method error free.
