No my friend! Here 'up against' means 'to be confronted with'. It means Saddam faced Bush who was more than someone equal to Saddam.

"In Bush" means in Bush's mind i.e., Bush thinks Saddam is his enemy more than his opponent in his own country i.e., his match, so against is correct.
