The idiom is thought to come from the idea that it's harder to cheat at cards if you keep your hand above the table.

To be above board - this means to be above standards & etiquettes.
To be honest in any business deal is correct, reason being in all the parameters of any business, we are all clear beginning from honesty which is the most important aspect of any business deal.
