To be above board - this means to be above standards & etiquettes.
To be honest in any business deal is correct, reason being in all the parameters of any business, we are all clear beginning from honesty which is the most important aspect of any business deal.

In this case he is honest with every business deal means a businessman can't be honest with every deal. So he achieved the level top honest level.
