Many sociologists have argued that there is functional relationship between education and economic system. They point to the fact that mass formal education began in industrial society. Trace to means 'followed', or 'caused because of' in this context. The entire sole of the passage indicates that formal education was looked into because of the industrial development. So Option 'A'.
