Laws of nature are not commands but statements of acts. The use of the word "law" in this context is rather unfortunate. It would be better to speak of uniformities in nature. This would do away with the elementary fallacy that a law implies a law giver. If a piece of matter does not obey a law of nature it is punished. On the contrary, we say that the law has been incorrectly started.

It is written in the very first line "Laws of nature are not commands but statements of acts". So basically which means that Laws of nature are not rigid or static but they change with the need and actions of its surroundings.
This is asked in the question that laws of nature based on observation are:
1. As I said they can't be static or rigid so the first option does not follow.
2. There a fallacy has been stated regarding the laws so second option of being true and unfalsifiable does not follow.
3. They are not just imagination but true because nature is always around us.
Thus, I find option "D" to be a correct answer.

However, the laws of nature are also a conclusion of observations and all fables, stories, episodes of history and even wars were fought on these conclusions. Elements of nature played an important part in daily lives starting from harvests to all other facets of life. I find A as a safer answer.

Results in a change of nature's law depend on how nature is affected by people every day and we are indirectly responsible for that daily changes so it tells 'light of new facts.

It is clearly given as "Laws of nature are not commands but statements of acts" which means laws are formed by the actions made by people to improve further.
So I agree with option D.
