But I did not want to shoot the elephant. I watched him beating his bunch of grass against his knees, with the preoccupied grandmotherly air that elephants have. It seemed to me that it would be murder to shoot him. I had never shot an elephant and never wanted to. (Somehow it always seems worse to kill large animal.) According to me, the answer is a combination of both C&D.
Because the author has written in the passage the elephants are not effecting too much.

I agree to them its not a matter of being inexperienced but he don't wants to shoot cause if the animal is not harmful then better not to kill it.

Experience is not important but the author is very kind and he think that elaphant doesn't harm any body.

"I had never shot an elephant" It suggests that he might have no experience. So, I agree with the answer.
