Off-switch means to put off the switch and it does not go with the given stem. Inevitable means unavoidable. So option E is the correct choice.

Because both C and E conveying the same in meaning.

In general lights are switched off when not in use. In unavoidable cases only we should use power then we can save it is what the sentence means.

"resort to" means to adopt a situation or to get used to a situation, and in this statement it means to start using electricity only when it is inevitable.

"inevitable" means a situation where you can not avoid or neglect.

For example it is inevitable to enter a dark room without turning on the lights.
