Acute power shortage means severe power shortage.
So in such situation, "Switching off the lights when not in use" is not appropriate. Using lights only when its inevitable (unavoidable) will be appropriate.

But you can also reduce the burden on electricity grids by using the supply sparingly and thereby preventing more outages.
