Hi it can be option C.

Because in voice change the subject and object will be swapped. And here subject is 'you' and object is 'these kittens'.

In answer you should be preset. This is my opinion please correct me if were wrong.

Do is correct.

Sometimes in case of intransitive verbs, the proposition of the verb follows its verb. Then only it gives the correct meaning.

I looked at the beggar kindly.

The beggar was looked at by me kindly is correct.

In Active Voice, one doing the action is mentioned as the subject and is given more importance, whereas the other one just participating in the action is mentioned as an object and given lesser importance.

In above statement the kittens were given the priority .Than a user so even the up coming statement should give the same priority to the same object so the [D] can be given the correct answer

In answer D is these kittens can be played with quite safely but it not mentions by whom these kittens can be played so as per my opinion C is the correct answer.

I think the answer might be C because in option D, It is not mentioned about who is playing with those kittens.

If I am wrong, please tell me.

I think the answer should be C because here ' you' represent a particular group of person or a particular person . So, 'you' is necessary here.

I agree D is the right answer. Because 'can' became 'can be' and "played with you" was not mentioned in the question. So option D is right.

I Think the Correct answer should be -"These Kittens can be played with quite safely by you".

For things we use "by". Example: ....... by axe.

Here we have to use 'with'.
