As there is no indication to whom the father was speaking with (him, her etc). Although there is no tone of authority in option B, but it's the most consistent and relevant answer.
So, I would go with B.

When we order something to someone then "said" is used instead of "said to". Hence "said" is more appropriate here than "said firmly" or "said to".

In a change of speech, Any sentence indicating as a sense of order should be like the option B. I think this is the correct answer.

If the direct speech indicates an order, command then the indirect speech will changed to 'ordered'. Here option B will be correct because both the indication of an order and the person are also mentioned.
