Option C also seems right because I said, "You are not working hard".

This itself means telling to 2nd person. What's the use of writing 'I said to him'.

It is not option 4 because the indirect speech satisfies as "he", so it will be "You" in direct speech.

4th option is not correct because when you are using quotes, then we write the actual words of speaker.
