Yes I also think the answer should be refusing because ordering does not make any sense.

Yes the answer is refusing because.
Obey means to do something.
Refuse means to oppose something.
So the answer may be refusing.
Kindly say me if I had done anything wrong.

Its answer is refusing. Because disobey is its opposite and its meaning is refusing.

@Sundar your explanation is correct but according to @Vikato's question we can conclude that refuse is correct.

Surely disobey is the opposite of obey.

How it could be?
Its ok refuse is not an actual antonym of obeying. But how ordering would be antonym for obeying.
Its totally irrelevant. The question represents the high range of antonymous words.
Thus I think refuse is correct.

@Sundar: If you are trying to explain with the help of options, then antonym of 'ordering' can be 'REQUESTING' and may not be not 'obeying' (in my opinion). The appropriate opposite of obey is disobey and disobey-refuse.

If we think in the way that obeying means to follow the order and ordering means to give the order then we can say ordering us correct answer.
