Obeying = to follow or accept something.
Refusing= to disobey or agree to not do something.
Ordering could have been an antonym of requesting.

Because Obey Means - accepting someone order. Its opposite should be Disobey. So,

Synonyms of Disobey is Refuse, resist, oppose etc, i.e A Big No to *ORDER.

If I am wrong, Please suggest a right Answer.

I think obeying means refuse, and obey means follow someone instructions, so ordering is correct.
