Obey means follow someone's order.

Order means give an order to someone.

If one follows the order and other orders to follow means they both are opposite to each other,

So I go with Order.

Yes, refusing is the right answer. Obey means you follow the order. So refusing is correct.

Refusing should be the right answer since the opposite of obeying is disobeying and d synonym of disobeying is actually refusing.

(Ordering, Following) has not the negative meaning, (as I know).

The answer must be from this 2 words,

Again if "OBEYING" get the meaning respect or modest action then it will be Refusing.

If "OBEYING" get the meaning flowing low of government action then it will be Contradicting.

I think sometimes this 2 words may be the answer (sometimes).

In this question it's answer should be "Refusing".
