2 is correct because, in 1, the L's have not been turned, 3 was just upside down and in 4 the L's are the wrong way around.

C is not correct.
Because it is supposed to be the correct answer if water image/water reflection would have been asked in the question.
Since we always stand in front of a mirror NOT ABOVE the mirror.
So, technically B is the correct answer.

Technically we see the mirror image from the downside only. If we ave to see it from the side then we must apply the same rule for the other questions also. As per my knowledge, the C part must be correct.

Both are correct. Option 2 is a horizontal image and option 3 is a vertical image.

It isn't C even if the complete image is inverted, L would have been flipped over.
