The explanation has a type of error. It should be COMMON instead of NOT COMMON.

You have to make the total no of spikes in each direction 'even (2) ' in each row. For eg: In the first row, the total no of upward spikes are 2, similarly left side and right side spikes are 2. The same follows in the remaining cases.

The best way I understand this is to start like this. We are looking to draw a new picture on a black dot using lines that are NOT SHARED by the other 2 images (1st and 2nd block in each row, respectively). Row 1, block 1 has a line pointing up. Row 1, block 2 has a horizontal line. Neither of those images has anything in common so if you combine the lines onto the black circle in Row 1, block 3 that is the image you get.

Moving on to Row 2, block 1. It has a vertical line through it. Block 2 looks as if it reads 3:30 on a clock. What lines do they have in common if any? They have the bottom part of the vertical line in common, therefore, that will NOT be included in the picture in block 3, which leaves only the line at 12:00 (from block 1, and 3:00 (from block 2). Put them together and you have the image in Row 2, block 3.

Lastly, Row 3, block 1. It has a line at 12:00. Block 2 has only a line at 3:00. Neither of them shares the same type of line, therefore, we will use both of those lines to complete the image that belongs in Row 3, block 3.
