Nominal or basic size is a round off no nearest to actual size and the tolerances are provided on nominal size to get the actual size.

Nominal size refer to designed dimension and actual dimension refers to final product dimension after machining.

Actual size is slightly less than nominal size. After machining we get actual size of component, before machining it's nominal size.

Nominal size is the dimension of the object which is derived from the strength of material equations. But in practice achieving 100% accuracy is not possible. Hence tolerance is provided. The actual dimension of the object after machining is known as actual size.

Nominal size can be referred as the maximum dimension of the component. While actual size is slightly smaller than the nominal size.
