Plug & ring gauge does not measure any thing. It is a checking instrument which is used for checking the hole size and shaft size respectively.

All thread/plane plug or ring gauges are go-nogo gauge means they only gives us limits not diameter.

Basically, plug gauge is used for the exact size of the hole like diameter 8H7.
And ring gauge is used for measure the external shaft like diameter 8h7.
