Mass of excess oxygen = (23/100) mass of excess air.

Since air contains 23% oxygen by mass. Here the mass of excess air is asked. Hence answer is 100/23 of the mass of excess oxygen.

In stoichiometric (F/A) mixture contains {8 (H2) +8/3 (C) +S-O2*100/23} that's why for excess excess air we supplied.
