The state of a substance whose evaporation from its liquid state is complete should be called dry saturated vapour. Any substance in vapour state will behave like a perfect gas when its state is much away from dry saturated vapour line.

Steam is the vapour state of water. While vapour is the gaseous state of any substance when its state is in the neighbourhood of dry saturated vapour line.

So, the correct answer is vapour.

It may be noted that if its evaporation is partial, the substance is called vapor. A vapor contains some particles of liquid in suspension. Note; substance whose evaporation from its liquid state is complete partial is called steam.

As steam and vapour is gaseous state of water these options are not correct. As in the question, the liquid is mentioned so the only option remains is perfect gas.

Steam in case of partial evaporation.

And for complete evaporation, it is perfect gas.
