Size of rivet hole is greater than shank diameter therefore drilled hole is 25mm and shank diameter is less than 25mm then answer is 23mm.

From the formula.
Hole dia = dia of rivet + 2mm,
for dia of rivet > 25mm.
25mm - 2mm = dia of rivet.
Dia = 23mm.
Hole dia = dia of rivet + 2mm,
for dia of rivet > 25mm.
25mm - 2mm = dia of rivet.
Dia = 23mm.

According to me it should be 24.5 because diameter of shank should be less than shank approx 2 mm but in option has only 24.5.

Actually, this value has come from data handbook, sometimes rivet hole is 1mm less and sometimes it is 2mm.

The size of the drilled hole in plates for riveting is 1.5 to 2mm larger than the dia of the rivet.

Answer would be 21 mm.
Shank dia = 0.84 * hole dia.
Shank dia = 0.84 * hole dia.
