Bar means tensile loaded mechanical element if it cools tensile stress are developed(imagine).

If the bar is not fixed, no stress but if it fixed then tensile stress. Data inadequate. !

If the load is compressive the stress is also produced is compressive stress.

Stress=load/area and is independent of temperature so no stress will develop.

No, stress is formed within the bar when cooled unless the bar is fixed.
