As we know that stress is inversely proportional to area. It means area increase then obviously stress decreased. Area of small end is less than larger end. So maximum stress produced at small end.

Absolutely stress is inversely proportional to area.
So, smaller end area is becoming minimum so answer is smaller end.

However, If the type of loading is Self-weight then the maximum stress would be developed at the section where it is fixed.
