Because Deformation means change in dimension so the ratio of change in dimension to original dimension is called strain. Here dimension is length so deformation means change in length over original length.

Deformation to unit length is a dimensionless parameter since strain is a dimensionless parameter. So it is the answer.

There is only one reason to choose strain is its dimension.
Otherwise, we can't use dL/L as it's explanation, Because here it is written unit length also not told unit length is one.
