External cylindrical grinding is use to grind cylindrically (external surface).

Surface grinding is only for flat surfaces. I think form grinding for tapered surfaces.

And is right as by this method we can create external or internal holes or tapers and by surface grinding only flat surface can be produced and form grinding for grind gear splines or threads teeth.

Question is about producing straight or taper surfaces, it isn't mentioned in question that, on what kind of object i.e. cylindrical or rectangular.

Both internal and external cylindrical grinding is used to produce straight or tapered surface. But as it is mentioned in question straight/tapered grinding is to produce 'on' the workpiece, external cylindrical grinding is correct.
