Drilling operation is done by oblique cutting hence cutting speed and chip thickness is same in all directions.

Then how the cutting edge of a drill varies from point to point on the cutting edge?

At the center of the chisel edge the cutting speed is zero; at any point on the lip it is proportional to the radius of that point.
