Due to the blunt edges more heat will be generated and also time of cutting will be more due to which it will have enough time to form welding and hence BUE is formed.

Due to more heat develop there will be melting of machined surface and that will cause a little form of welding due to which an irregular edge will form called build up edge.

During cutting because of high co-efficient of friction the temperature will rise up an some of the chips is deposited to the edge of the cutting tool. This edge of the cutting tool is called built up edge (BUE).
