The answer should be option C.

Stress concentration is more serious in the brittle material when the load is static but when it is dynamic load it is serious to both ductile as well as brittle. Since the fatigue failure normally occurs in the range below yielding point.

For Static loading, its more serious for Brittle Materials, but for Cyclic loading, Stress concentrations is serious for both Brittle & Ductile.

Stress concentration is more serious in brittle material because stress concentration in brittle material results in immediate failure while ductile materials neutralize effect of stress concentration to some extent by deforming plastically.
