When material change it's shape suddenly, sharp corner or neck formation takes place where mass concentration takes place.

Stress concentration might arise due to non homogeneous nature of material properties or defects during welding or casting of material but the value of stress concentration factor K depends only on the geometry of the material. I think the answer should be B.

Theoretical stress concentration factor (kt) is function of loading and geometry while actual concentration factor (kf) also known as fatigue stress concentration factor or fatigue strength reduction factor is function of loading, geometry and material.

Theoretical stress constraint factor depend only B but fatigue on D from option.

Theoretical stress concentration factors depend on both for brittle but not for ductile material due to local yielding, and fatigue stress concentration factors depend on both Material and load.
