Theoretical stress concentration factors depend on both for brittle but not for ductile material due to local yielding, and fatigue stress concentration factors depend on both Material and load.

Theoretical stress concentration factor (kt) is function of loading and geometry while actual concentration factor (kf) also known as fatigue stress concentration factor or fatigue strength reduction factor is function of loading, geometry and material.

Stress concentration might arise due to non homogeneous nature of material properties or defects during welding or casting of material but the value of stress concentration factor K depends only on the geometry of the material. I think the answer should be B.
