Actually, here it is asking that cross section is gradually varying and by this, it means that velocity at every point will be different ie. Non-uniform condition. But at that Cross section rate will be constant ie. Steady.

                Steady because the properties remains unchanged with respect to time at a section.
Non uniform cz the cross section is varying which means the velocity changes from one point to another.
So, answer is steady and non uniform.
