For perfect elastic body, loss of K.E iske1=ke2
And perfectly plastic impact K.E=(ke1-ke2)
Energy can't be negative.
So K.E1 is greater than KE2.

I think after impact the stress induced in the body was more so it will directly affect the energy consumption rate and also change in moment of area.
