Martensite is a crystalline structure while as cementite is intermetallic compound or constituent in the steel. As carbon % increase hardness increase.

Cementite is the hardest form of steel. So presence of cementite increases hardness.
Martensite is formed after heat treatment but cementite presence can be found out without heat treatment.
So in this condition cementite is correct answer.

We get Martensite after heat treatment only. But we need Cementite presence in the steel before doing HT.
