Cementite is the hardest form of steel. So presence of cementite increases hardness.

Martensite is formed after heat treatment but cementite presence can be found out without heat treatment.

So in this condition cementite is correct answer.

Martensite is a crystalline structure while as cementite is intermetallic compound or constituent in the steel. As carbon % increase hardness increase.

I think the depth of hardening (in hardenability) martensite is an important factor, but in hardness cementite is necessary.

Jominy end-quench test is heated to austenite phase to martensite phase after that steel hardness is tested up to martensite phase hardness increased and when the austenite phase is started hardness of steel decreases so I think the answer is martensite.
