Free carbon only possible when decomposition of cementite. It decompose into Fe (ferrite) + graphite as free carbon.

Presence of Carbide in iron only makes it harder, in this case for, free carbon in iron, iron becomes softer and increases coarse grained crystalline structure, hence this results also in increased tensile strength.
