As the hardness and tensile strength increase in heat-treated steel, toughness and ductility decrease... This elongation of the material causes residual compressive and tensile stresses in the material. Welding stresses can be minimized by using heat sink welding, which results in lower metal temperatures, and by annealing.
So the answer is B) decrease.
So the answer is B) decrease.

Toughness should increase because area under stress-strain will increase during heating.

Toughness increases with increase in temperature.

Toughness should not decrease. Toughness is shock absorbing capacity. For steels with an increase in temperature, the steel becomes tougher and softer due to the stress relieving recovery grain growth etc processes, provided time is allowed.

By increasing temperature, the yield strength of metal decreases which results in less area under curve compares to former (toughness decreases).

@Komal.
At the same time, the plastic deformation increases that mean the breaking point gets delay so area get increases.

Toughness increases when steel is heated. Consider hot forging, how tough the material has become?
Even if we impact tons of loads on the material it is not breaking. That means when a material is heated it becomes tougher.
