On my instinct unity means final condition is greater than initial condition or 1.

Final compressed air's volume is always less (because after compressing volume become smaller) than the inlet uncompressed ir, so compression ration will not be greater than unity.

As for compressor the final volume always greater than initial pressure so the compressor is always greater than unity.
