These questions require sharpness of mind. The answer can be deduced from the first line itself.

Though the waste of time or the expenditures on fashions is very large.

Observe the bolded letters and now relate it to the two words "constructive development". The other options cannot be concluded definitely but they may be true.

Since fashion leads to waste of useful time that time should be used to do some constructive or in other words useful work. I hope everybody understood this.

Option C is correct because our constructive development like good thoughts, behavior, skills, values, goals comes from mind which decides our personality. Craze for fashion develops bad impacts on our mind distract our mind from goals and other incentives. So fashion should be thrown away from our mind as mind is the primary step for our constructive development.

Minds of youngsters are in the developmental stages. At this time, care should be taken that the development is constructive in nature and not detrimental to their nature. If excessive fashion craze takes over the minds of these youngsters, how can they develop constructively. ? Keeping this in mind, option C is the right answer.

According to me, option D is right, as fashion is the outward appearance of a person.

So the value should be given more to the work and other activities and one's inner self than one's outward appearance (i.e., Fashion).

The fashion is also creating an excessive craze to the youngsters which is detrimental.

Hoarding is collecting in excess and reflects the choice of words in the text excessive craze should be done away with. So, C is correct.

It is the correct answer, because in that line they said

the changes in the fashion don't have impact on the other things

Here in the passage no "constructive" word is implemented, so how can the ans be the option-C ? I've doubt on the ans written here.

Only by comparison option C is correct because we cannot do constructive work if we are involved in only fashion.
